Hongkong posts once a fortnight 35,000 papers connected with the War. They have also distributed in Hongkong each fortnight 25,000 papere. For the space of two months, these papers posted for Shanghai were actually stamped in the Hongkong Post Office, and the value of the stamps for two months only amounted to $15,800. An arrangement was then made with Peking md all allied propaganda was permitted to pass through the Chinese Posts metamped provided that it was posted in Hongkong. The relief thus afforded to the Shanghai funds has been very great.

During the year 1918 the Committee distributed in Hongkong 1,018,250 papers and 22,290 pamphlets, and posted on be- -half of Shanghai 633,281 papers and 6,717 pamphlets. This b distribution involved the Committee in no cost whatsoever except a mall sum paid to clerks who had to work overtime in the Post

Office.

SUGGESTIONS FOR THE FUTURE,

The Committee propose to continue propaganda in Schools, and the lecturers and the distribution which they have undertaken on behalf of Shanghai. It is felt very strongly that Hongkong and Shanghai should give each other all possible help. The Committee also propose to continue the Daily Bulletin on its present lines and would ask for the active support of the Chamber of Commerce.

The Committee is now working out a scheme which is

roughly as follows:-

The Committee can place trade lists, catalogues, etc., in the hands of 35,000 persons in China and 4,000 in Hong- -kong through the Posts. There will for the present be no charge for postage. The Committee are arranging for en advertisement Bureau and will be able to place advertisemente in upwards of 60 Chinese newspapers. If it would be useful for lecturers to lecture about any special goods this cm be arranged, for-the lecturers

will be ready.
